Do I need a permit to replace a water heater in Burnaby?

Yes. Burnaby requires a gas permit for gas-system work in single and duplex dwellings and a plumbing permit for the water heater as a fixture. CANRO obtains these as part of the job.

Is there a rebate for replacing a gas water heater in Burnaby?

As of September 2026, FortisBC's income-qualified gas water heater rebate page states the rebate is no longer available, and the only gas water-heater incentive is an add-on inside the Connect to Gas program for homes converting from oil or propane. Heat-pump water heater rebates from FortisBC electric and BC Hydro apply only when replacing an existing electric tank. Does soft water mean I can skip tankless descaling?
